This is the APC (looks like a surplus Brinks truck to me) that carts around what is considered in law enforcement circles to be North America's worst SWAT team. Remember Cecil Brookins?
This can also been seen terrorizing the residents of Homewood.

Dogs and swine. At least he could control the dog, which is a rarity for Pittsburgh K-9 officers, who tend to look like they're water skiing when they try to use their much smarter partner for intimidation purposes.
